   I have many difficulties to connect to my wifi access point according where   
   I am with my netbook.   
   Sometimes I get the message connected to address "169.254.9.70" instead of   
   192.168.0.28;   
   also it may show limited access to the Internet.   
   What is this address Type and what is happening.   
   I have got a local network with fixe IPs;
