What the OP has installed is malware. It uses a number of tricks to
prevent uninstallation, including, but not limited to, multiple copies
of itself hidden using random names in many folders on the HD, RAM
resident copies which activate when the original process is stopped, and
hidden, randomly named keys in the registry. Some success can be had by
using Malwarebytes and similar programs, and some malware removal suites
can remove it. On a number of occasions, these programs have used hidden
code which can even survive a re-install.

It is highly unlikely that there is an uninstall program on the infected
machine, as the objective is to get the user to pay the author money to
remove the infection. Then pay more money to remove it again, when that
"attempt" fails, and so on. It has also been known for programs in this
class to encrypt the entire contents of the Hard Drive, and require a
ransom payment to unencrypt them, at least on a temporary basis. There
are kits available to build these programs using a simple script, should
   you wish to do so.
