   Could be a Windows problem   
   or it could be hardware   
      
   First thing I'd do, if it's an older mobo is see if USB is even enabled   
   in the bios.   
      
   If so...in device manager, delete your USB and reboot the machine to let   
   Windows re-detect   
      
   BTW: if you have not done so already. try all ports   
      
      
   Finally, boot from a Linux live cd and see if the ports work...   
   if they don't ...then it's a H/W problem and you will probably need to   
   add a PCI -USB controller.
