   He may just have a dud.   
   I don't think you get as far the "Obtaining Network Address..." with the   
   Switch OFF or unit disabled in Bios.   
   Does this unit have a Wired connection? Does that work?   
      
   WiFi security is going to need a encryption service running.   
   Try running your WiFi without any Security on the A/P and see if that works   
   (remember to restore it after the test)
