   there are 2 places start menu items can be placed.   
   (you might want to first enable viewing of Hidden folders in Explorer.)   
      
   For ALL Users of the computer:   
   Next follow the path \Document and Settings\All Users\Start Menu   
   Shortcuts here appear at the Top (above the Line) in All Programs   
      
   The Programs folder is those below the line   
      
   For only a Single (selected) user:   
   Next follow the path \Document and Settings\\Start Menu   
      
   Same as above   
   The 2 will appear merged to the proper user.
