   What makes you think it was deleted? How could that have happened? Are   
   you sure that it was only the shortcut that was deleted?   
      
   Outlook Express was included with Windows XP and can't normally be   
   uninstalled. It can be made visible or invisible by selecting in the   
   list of added Windows Components.   
      
   If the shortcut is missing but the program is still there, make a new   
   shortcut to the file   
      
   C:\Program Files\Outlook Express\msimn.exe   
      
   If OE has been "removed" via control panel, try re-adding it from   
      
   Control Panel | Add/Remove Programs | Add/Remove Windows Components |   
   Outlook Express.   
      
   If someone (you???) has deleted the OE folder, maybe you can replace it   
   with a copy of that folder and its contents from another XP system.   
      
   Otherwise, the answer is "No, you can't download a replacement," unless   
   you're willing to try a completely different program such as Mozilla   
   Thunderbird.
