Unless you have data on your hdd that you don't want to lose then
reformat and a clean install has got to be the best option

If you have valid license for Vista then it really doesn't matter where
you get the media from. Borrow a disk, download an iso from bittorrent,
get one from ebay, just be cautious of trojans, eg virus-scan the disk,
make sure you get the right version of windows (Home or pro)and enter
your original key code. In fact if you use a pirate keycode and a
cracked windows disk it doesn't really matter because you still have a
valid license and nobody is going to care anyway.

If you really want to wipe the hdd I used to use a bootable CD with a
program called dban on it. 'Darik's Boot And Nuke' but it probably isn't
   necessary, just reformat.
