You could try ClocX from www.clocx.net

"ClocX is an analog clock application for Microsoft Windows
98/ME/NT/2000/XP/2003/Vista. It is programmed in C++ language, which
ensures small executable binary, optimal speed and low memory usage."

I am running "ClocX" in XP, which runs in a VM under Win7 Pro x-64.
The "Options" panel has a setting for dual monitor. I have stopped XP
and restarted it and the clock stayed in the same position where I
   left it.
