   Right click to make sure taskbar isn't locked.  Then right click, go to   
   properties, unclick where it says taskbar should be on top.  Power off   
   computer.  Turn it back on, hold down unused area of taskbar and move it to   
   bottom of screen.  Should be back    
   to bottom. This worked for me.
