   You cannot change it. This way to open the explorer is only meant to configure   
   the start menu.   
      
   You can copy the explorer shortcut from the start menu to the quick launch bar   
   or the desktop,   
   then rightclick it, choose properties, and add a space and the required folder   
   in the target field, e.g.:   
      
   %SystemRoot%\explorer.exe %homepath%,/e
