   That is a valid/excellent question.   
      
   One answer that is given by the Plejarens (Billy Meier material) is   
   that Earth is seen as backward and childish. You have only to watch the   
   news to see this (or television). If our governments were honest to us   
   (the public), so too, with religions and other authorities - then maybe   
   they would? If we were a peaceful and advanced race - then official and   
   open contact would be inevitable, how long would it take us to reach   
   that objective? If at all?   
      
   Another answer is that contact was made, but it was in secret,   
   a la Area 51, etc. Some version of the MJ-12 being true to some degree?   
      
   And someone may ask - why Billy Meier?   
   Apparently he had the integrity and spiritual maturity to be congenial with   
   alien/UFO contact, and so they tried to get evidence presented to the   
   public (via photographs and other evidence) - but he gets laughed at,   
   or called a hoax, and few would look at the evidence impartially and   
   scientifically...   
      
   We have to clean up our own world, stop having wars and look after this   
   planet properly --- to be worthy of having open contact with...   
   Though there is prediction that a race will have contact with us soon?   
      
   If we were to get out into space, in our current state --- we'll be   
   looked at as barbarians in space, and treated as such. While we are   
   earthbound, we are 'protected' so to speak, but once we start leaving   
   this planet, it is open slather out there, in which we'll have to   
   face the consequences of entering an intergalactic community.   
   We'll be treated as a mischevious brat, who can't look after one world,   
   and would only pollute others.
