   Sef, I'm here to inform you that breasts and penises are not counterparts!  lol   
   Those counterparts would be vaginas and penises or the crotch area in general.   
   If a women exposes her crotch area, the same criminal act has been done.   
      
   Actually, my opinion is that people shouldn't be exposing any part of their   
   body   
   in public, be it a primary OR secondary in sexual development.
