   As (for the first GPS clock) they were built on earth and are then moved to   
   orbit, so that move meant that they ended up gaining (ie ticking faster)   
   when placed into orbit.   
      
   Once the GR redicted effects were observed, the clocks were pre-built with   
   the correction so they time slower on earth (lose time), and when placed   
   into orbit they again gain time to be ticking at the same rate as   
   uncorrected ground clocks.   
      
   So he made no error there at all really.
