   Sounds like a tyranny in the making.   
      
   Different people have different ideas on what behaviour lead to   
   civilisation and maintenance of society.  By stating that those that are   
   able to are "people", you are giving licence to people considering those   
   of different political persuasions and less than people.   
      
   Its a quite horrific template you are laying out there.
