   But they've already released the tape on the first strike (and many   
   others)...   
      
   ...and it is expressly forbidden to classify government information to   
   hide embarrassment, inefficiency, wrongdoing, or crimes.   
      
   As per 28 CFR § 17.22, paragraph d:   
      
   "(d) Information shall not be classified in order to conceal   
   inefficiency, violations of law, or administrative error; to prevent   
   embarrassment to a person, organization, or agency; to restrain   
   competition; or to prevent or delay release of information that does not   
   require protection in the interest of national security.  Information   
   that has been declassified and released to the public under proper   
   authority may not be reclassified."   
      
      
      
      
   Likewise, 6 CFR § 7.21, paragraph f(1):   
      
   "(f) Information shall not be classified in order to:   
      
   (1) Conceal inefficiency, violations of law, or administrative error;   
      
      
      
   TL;DR:  what they're doing is a violation of the SCG & Federal Law.   
   Information should only be classified for genuine national security   
   interests, not to protect individuals or agencies from shame, because   
   doing so undermines transparency, accountability, and trust.
