   Sounds to me like Trump's DHS is incompetent, then.

       But what the Lavoie declaration makes clear—and what should be   
       remembered every time a new national security boondoggle like   
       the REAL ID is proposed—is that when our Fourth Amendment   
       rights are eroded, there is no evidence or piece of plastic   
       that will suffice to overcome an officer's "reasonable   
       suspicion" once the government decides you're a target.
