Not on him as is required by MN law.

   Irrelevant.

Already done, but here it is again:
Minnesota Statutes Section 624.714, Subdivision 1b(a) The holder of a
permit to carry *MUST HAVE THE PERMIT CARD AND a driver's license, state
identification card, or other government-issued photo identification in
IMMEDIATE POSSESSION at all times when carrying a pistol* and must
display the permit card and identification document upon lawful demand
by a peace officer, as defined in section 626.84, subdivision 1. A
violation of this paragraph is a petty misdemeanor. The fine for a first
offense must not exceed $25. Notwithstanding section 609.531, a firearm
carried in violation of this paragraph is not subject to forfeiture.

Nothing supposed about it. Video shows him face to face with an agent in
the street and being moved back to, or near, the sidewalk (would have
been fine if he stayed right there); but no, the dumbass then walks back
into the street, disregarding what the agent had him do, filming
interaction of agents with another couple other dumbasses. A woman gets
sauced and the dumbass goes to over to her, interfering with that
   interaction.

Yes, he did - when the agent pushed one of the other dumbasses he went
over to the agent and even put his hands on him to get him to back off.

   > ...or did the agent approach him?

The first time the agent moved him off the street. After that the
   dumbass approached the agents.

He absolutely was, and he disregarded it.

   Yes. . . . and?
