   What's particularly rich is how they try to ignore the EO (which Trump   
   could have rescinded..but didn't) which lays out the very specific   
   procedures for documenting a declassification (which were not followed).   
      
   Thus, even though he could have declassified, he did not do so, as per   
   clearly defined rules which he had authority - never used - to change.
