      From: santepIab@arcor.de              In 2017 I participated in a competition for the New Shape Prize rewarded       by the Global Challenges Foundation looking for ideas for a governance       model to address the most pressing risks to humanity. My entry       suggesting radical reforms of the United Nations did not convince the       jury and fell into oblivion. However, some recent incidents have       reminded me of my former considerations and motivated me to present them       (only very slightly revised) here to the public.                     A) Abstract              In this entry proposals are made of reforming the United Nations to       enable them to better address existing and future challenges and risks.       In case a UN-reform cannot be achieved, founding a new organisation is       suggested.              Decision making:       Voting rules shall ensure that necessary decisions cannot be blocked by       one or a few states (or rather leaders) unwilling to cooperate. The       right of veto in UN-Charter, Art. 27 (permanent members of the Security       Council have to concur) shall be abolished. Voting rights in the General       Assembly shall be weighted in accordance with population and fulfilment       of obligations. Moreover a random factor shall make it difficult to       mighty groups to predict and influence the results.              Fight against corruption and extortion/coercion:       Proper rules to combat corruption and extortion/coercion are essential       and shall be established at all levels in any body of the UN, in staff       policy as well as in factual questions or financing. So decisions shall       be made by several independent persons, if possible, and voting weights       shall fluctuate by a random factor. Moreover corruption shall become       unprofitable by obligation to report and punishment.              Financing:       Financial resources shall be increased by higher assessed contributions,       particularly from those creating problems and risks, improvement of       paying habits by making voting rights dependent on honouring financial       commitments, founding a new financial institute called New Global Fund       including private shareholders, saving money by economizing and       combatting corruption.              Authorities:       Greater decision-making powers shall be granted to UN-organs enabling       them to perform their tasks, even against states or rather leaders       unwilling to cooperate. New organs shall be established for better       coverage of certain subjects: the New Global Fund open for public and       private members as shareholders and decision makers, supplying or       advancing financial resources to UN bodies and programmes; a new office       called GRIPRO aimed to identify and address global risks; internal       police and justice to protect UN-agencies and staff, to settle disputes       and to penalize crime or misconduct within the UN; a permanent available       Task Force to combat serious crimes and terrorism, and to extinguish       bloody conflicts in an early stage.              Suggestions for extensive reforms are made for the following organs:       1. General Assembly: Change of vote system; extended authority;       membership for stateless peoples       2. Security Council: Change of vote system, particularly abolishment of       right of veto; increased number of members; extended authority       3. ECOSOC: Additional functions and extended authority       4. International Court of Justice: Additional functions and extended       authority       5. UNEP: Additional functions and extended authority and resources       6. World Health Organization: improved financial resources              The following new institutions shall be founded:       1. GRIPRO (Global Risk Identification, Prevention and Response Office):       Prevention and management of global risks; authorized by General Assembly       2. New Global Fund: independent organization to support the UN and its       programmes financially       3. Internal UN-Police: combats crimes against the UN and crimes       committed by UN staff; report to the Secretary-General       4. Internal UN-Court of Justice: settle disputes within UN; judgement of       criminal offences and misconduct of UN staff       5. PTF (Permanent Task Force): combats terrorism and serious crimes;       reports to the Security Council       6. Cyber Security Programme: search and close security leaks; support       police fighting crime; report to the General Assembly              Language and Communication:       A new language shall be developed to be used as official language and       for internal and external communication. The new language should be very       simple structured and most easy to learn for people from all over the world.              Last resort: a new organization:       If the UN are unable to implement such reforms, as a last resort a new       organization should be founded by members of good will to substitute the UN.              --- SoupGate-Win32 v1.05        * Origin: you cannot sedate... all the things you hate (1:229/2)    |
