   No, the officer deliberately put himself in the path of a running vehicle.   
      
      
   Where do their TTP training procedures identify that as the correct   
   tactic?  Cite the chapter & verse in its entirety.   
      
      
   A standards violation doesn't ever provide justification for escalation.
