   I had seen a sketch of how a directed sound weapon works.  One "horn" or   
   "disc" which emits the screeching sound is surrounded by speaker cones   
   that are emitting the same sound 180 degrees out of phase. A crowd on   
   the streets of Romania were shown in a video where a line of them were   
   panicking and trying to flee the sound while people right next to them   
   didn't hear the screeching, deafening sound at all.  It's very directed   
   and like torture for the people within the area of the sound beam while   
   someone right next to them hears normal street sounds.
