   Nope. You've got a frame from a video taken from far away that mere   
   shows one object in FRONT of another.   
      
   And based on the Use of Force Policy he was acting under, it was only   
   "enough justification" if he didn't have a "reasonable" method to avoid   
   the vehicle...
