   You mean *from* (where offense took place)...  Right? Because there are   
   so many locations were *convicted individual* may choose to go to on   
   his own, if not compelled to be placed - as a last resort. You may also   
   offer them to go to shelter that is designed to contain individuals at   
   a minimal cost to society, with spartan conditions, provided its   
   residents have chosen such accommodations in exchange for their   
   reserved destination to own exile.
