It seems that the girls are truely concerned. I can't imagine what
they could gain by lying - other than to get in more trouble. On the
other hand, if the guard has some ill intent, it's hard to say who he
is after (the girls, the warden, etc).

DN could visit his friend and ask her to tell him the plate # that her
friend says the guard gave her. Then he could try to verify who owns
it, if that info is publicly available in his state. Or he could take
the story and plate # to the state police.

If plate belongs to the Sargent, I'd think the police would be
interested to uncover how an inmate acquired it - and why. It seems
likely an inmate would not have easily acquired it, unless it came
from someone who had easy access to the info.

They could also investigate the other girl's report to the Asst. Dep.
Warden, and why the warden did not inform them of a plot and threat
that goes beyond the prison walls.

If she has 'other loved ones', are they trustworthy and has she told
   them of her concerns?

If what the girl says is true, then it is a good example of how the
prison system victimizes and terrorizes inmates.
