   If you stumble upon that answer, make sure you patent it.  We've got a   
   bazillion PhD's in Sociology, Psycholgy, and Aberrant Behavior working on it   
   and they haven't figured it out yet.

   Maybe it's because of the inherently bad way they treated their victims,   
   "for the most part", and that karma is just coming around for them.  Knew   
   one once that beat her 5 year old kid to death with an etch-a-sketch.  Maybe   
   if he was still alive you could ask him if Mommy only became bad after the   
   big mean guards started treating her poorly.

   You can lead a horse to water, but you can't make it drink, can you?  And   
   guess what else?  As a taxpayer, I'm willing to try and give these people a   
   little leg up - maybe teach them some differnt job and socialization   
   skills....but my wallet is not a bottomless pit.  As far as I'm concerned,   
   if they can't get their heads out of their asses after we make a decent   
   attempt to put them on the right track, then Oh well, ye gets what ye asked   
   fer.

   No problem.  Just let the Government know you're going to need them to start   
   shutting down all those other activities to pay for all this.
