   Because the question becomes "Whose accepted standards?"  The heart of   
   the DOC's appeal is that Unit 32-C has met the standards to be   
   accredited by the ACA and thus follows practices in housing inmates   
   that are accepted nation wide..  The ACLU's case is claiming that   
   those standards are not stringent enough and that incarceration in   
   32-C amounts to cruel and unusual punishment.
