   TV is a great babysitter. It's as much about keeping the inmates   
   occupied as it is about entertainment. Maybe more. Idle minds are the   
   devil's workshop.

   It's giving lip service to the whole idea of rehabilitation. For many   
   in the CJ system the word is little more than an entry in the   
   dictionary.
