   Ok, here's some resources for your "archives", plunger-boy.   
      
   The state and federal level institutions, governing departments, and   
   governments will not implement plans that will interfere with the already   
   existing system, as it generates revenue. Banishment will not generate   
   revenue.   
      
   If there were some place to banish the offenders to, that we could be 100%   
   certain nothing would ever be a problem again, I'd be all for it.   
      
   Oh, another issue I just thought of. According to statistics, those we all   
   know, not every person convicted of a crime is necessarily the culprit of   
   that crime. So, while this idea is good in theory, in reality, if it were   
   put to use, there would still be the same margin for error, placing   
   "innocent" people into the system, subjecting them to cruel and undeserved   
   punishment, all in the name of progress.
