       Our legal system is charged with the responsibility of law enforcement,   
   corrections, and administration. No-one else is authorized to enforce the   
   law or demand punishments upon offenders except the state or others who are   
   specifically charged with that task such as privatized prisons. This is the   
   sole responsibility of the state, and anything other than this is   
   vigilantism.   
      
       Ex-convicts are expected to find gainful employment upon release from   
   prison. This is what we expect of them. If they are willing to work, we must   
   be ready to offer employment. To deny employment to an ex-con is to welcome   
   yet more crime.   
      
       It is immediately clear that without a job an offender will be back in   
   prison rather quickly, and the additional damages to society and associated   
   crimes which lead to that re-incarceration are typically unknown until after   
   the damage has been done. This is a tremendous gamble. If the people of   
   Wisconsin are willing to accept the risks associated with an additional   
   increase of crime of an unknown quantity, and they knowingly accept that   
   risk, then they must also accept RESPONSIBILITY for that increase in crime   
   and, therefore, also excuse it.
