You see, I was under the impression that only the government       could punish for offenses against state, federal or local laws. No citizen has this power.              Similarly, what man is authorized to punish another for crimes against the       state ? Discrimination is perfectly legal, and even       in states like Wisconsin it is extremely widespread despite the law -       interestingly.              The question becomes, if the economic apparatus is creating poverty and       ghettos, primarily out of impunity, then are they not responsibel for the       formation of those ghettos and all the crime which comes with them ?
