   An excellent question.   
      
   If the system is allowing and even encouraging sexual assaults in prison,   
   then it - as a system - is acting criminally as a rapist etc, and therefore   
   should be UNEMPLOYED by it's own standards of discrimination against   
   offenders.   
      
   In other words, prison should be shut down and terminated in accordance with   
   it's own standards of legitimizing discrimination against offenders, because   
   IT is an offender.
