   There is a distinction between allowing and encouraging (which as you   
   have rightfully pointed is criminal and can and should be prosecuted)   
   and being unable to prevent. Just as police in the free world, we   
   generally respond to crimes after they have been committed. My own   
   personal opinion is that, at least until recently, my own department   
   has responded far too weakly in instances of assault and rape. That   
   is bad; but I would not characterize it as criminal.
