   No, it did not. Bush won a sufficient amount of electoral votes in the   
   Electoral college.   
      
   If you are going to total up the number of votes nationwide won by each, you   
   will expose yourself as an idiot who does not realize that the "total number   
   of votes," that a presidential candidate received is not a figure which has   
   meaning in the USA Presidential system.
