   RE: the UDHR...   
   I think it's been mentioned before that the UDHR is not a treaty but a   
   Resolution - albeit one that the US signed.   
      
   However there are at least 2 UN treaties that carry similar rights,   
   which the US signed.   
      
   The International Convent on Civil and Political Rights and The   
   International Covenant on Economic, Social and Cultural Rights.   
      
   Regarding prisons, The International Convent on Civil and Political   
   Right says:   
      
   Article 10(3) "The penitentiary system shall comprise treatment of   
   prisoners the essential aim of which shall be their reformation and   
   social rehabilitation.   
   Also:   
   Juvenile offenders shall be segregated from adults and be accorded   
   treatment appropriate to their age and legal status."   
      
   Supposedly a Senate reservation was made to the provison that   
   juveniles under 18 can't be executed. But there appears to be some   
   question of whether the Senate had the ability to make the   
   reservation.   
      
   Nevada's SC somewhat dealt with the reservation issue in case called   
   'Domingues'.
