   I accept as valid the idea of a tyranny of the majority.  Yet in   
   contemporary politics the more likely problem is the tyranny of a   
   small but bitter minority.  Just because an idea is supported by   
   fifty one percent of the population does not make it wrong.   
      
   A majority does have the limited right to govern.  A minority   
   never does.
