      XPost: alt.thebird.copwatch, alt.law-enforcement, alt.true-crime       XPost: alt.california, nyc.general       From: rrufiange@cfl.rr.com              It's sad, every once in awhile an innocent victim is injured or killed as a       result of a high-speed chase, and they put "safeguards" in place.              Such safeguards include BANNING high-speed chases, or requiring them to be       conducted only in certain zones of highway, or even require authorization to       be given first.              Then, another one happens, and no mention of the safeguards.              Do they appease the public for alittle while, and then drop the       restrictions? Since when does "to protect and serve" involve only sometimes       worrying about high-speed chases around civilians at risk to life and limb?              We need these restrictions put into law, and enforced, not a switch they can       turn off when it suits them.
