   Is the Bush Administration, not confirming sources but publicly announcing   
   threats to civilian life and potential terrorist acts, liable for   
   prosecution for terrorism under the Patriot Act?   
      
   Also, is the Bush Administration liable for prosecution for aiding terrorism   
   by selectively choosing to prosecute only certain ethnically-classed   
   terrorist cells, rather than concentrating first and foremost on ridding   
   this nation of terrorism in all it's shades and colors?
