   You wouldn't shoot into a crowd of people just because a criminal ran   
   through them. You wouldn't kill a group of hostages just to get at a   
   kidnapper.   
   The point is not to let the criminal go, Phil.   
   It's to have some level of professional conduct that puts the lives of   
   innocent citizens above the exigencies of capturing stop-sign violators.   
   If cops can't do their job without civilian casualties, maybe they ought to   
   be pastry chefs. According to you, it's a safe job with little chance of   
   killing innocent teenage girls.
