   Actually, the police officer was in violation of the existing guidelines-   
   which guidelines written after the previous deaths of innocent citizens as a   
   result of unjustified chases.   
   And it looks that the area is going to explore killings as well. We've had a   
   lot of very questionable shootings- unarmed people, mental patients-   
   including a 15 yr. old, and so on. The 'justification' has been very thin-   
   dating back to Ismael Mena and his death during a series of perjured   
   warrants by Officer Joe Bini. Bini is still on the job, but I don't think   
   they let him sign affidavits any more.
