   Actually, we're talking about breaking off high-speed chases before they   
   kill someone. Particularly when the cop haven't witnessed a crime (outside   
   of the traffic violation).

   This chase went on for miles, at very high speeds, in a densely populated   
   area- with hazard to everyone.   
   Now a young girl is dead.   
   Over a stop sign violation.   
   Something about that is wrong.
