But what is the       answer. Not to chase anyone? Then all that a criminal would have to do is to       get into a car, and he's home free. Each pursuit incident is different. This       one it seems was a mistake, as it ends up. Hind sight is 20:20.              Law enforcement is changing its thinking about pursuits. Officers and       supervisors are attending training, Policies are being changed to create       guidelines on when and when not to pursue, even laws are being created for       law enforcement to be able to make an arrest on the owner of the vehicle       after a plate number is obtained.              I used to be a proponent of chasing everyone. But it's very difficult to       explain to a parent why pursuing a criminal was more important than her       daughter's life. Yet you can't just say don't pursue everyone or anyone.
