   No they weren't- the grieving family not withstanding.   
   How would you have liked to tell them that their loved one had died when a   
   high speed chase went sour over a kid joyriding?   
   Running a stop sign isn't an automatic indication of a armed   
   robber/murderer. When speeds reach over 100 MPH during a long chase through   
   city streets, you have a direct indicator of hazard; no question about it.

   The implication when you were discussing about there always being   
   monday-morning quarterbacking and investigations- as if there should not be.
