   In this case, it wasn't the police officer's training, or lack of   
   training.  He didn't hit John Smith, but rather Richard Alsup, a   
   fleeing burglar.  There's no way that the police can anticipate what   
   the criminal will do.  In this case, it sound like it was an accident   
   on Alsup's part, making it even more of an unanticipated event.   
      
   Incidentally, Alsup was wanted for armed robbery when the chase took   
   place.  And a gun was found in the car.
