   The perpetrator, in the instant case, ran a stop sign when there wasn't even   
   anybody around but the cop that saw him do it.   
   Now; that's an infraction. If the cop was trolling the stop sign, it might   
   even be a common infraction (a short kind of rural area surrounded by   
   development).   
   As the chase began, the violation escalated to 'eluding'- when it reached   
   several minutes and over 100 mph, in a city, the police are adding to the   
   hazards inherent in the event, and a modicum of responsibility has to   
   obtain. The whole chase was close to 15 mins. and covered as many miles,   
   maybe more.   
   All three vehicles cracked up; the perp, the cop and the truck they hit.   
   Only death was the 14 year old girl.   
   Eluding became a capital crime.
