      No it's not. About half of the people in prison REALLY   
      NEED TO BE THERE. Vicious sociopaths. Too bad there are   
      no big islands left to export 'em to. Well ... "W" wants   
      to start a moon colony .....   
      
      The other half ... petty drug offenses. Most should   
      never have been arrested.
