   I think it's all too convenient, especially considering 9/11 was supposed to   
   be so much the element of surprise.  Why tell us in advance?   
      
   Keeping us in a state of emergency serves the current administration's   
   approval poll,   
   makes it look as though their job is being fulfilled, and makes Homeland   
   Security look worth the budget and coordination involved to keep it   
   operating.
