          A Modest Suggestion:   the small number of innocents executed   
   are mostly poor, or racial minorities,   etc..      Anyway,  not like   
   us.    Executing innocents has at least the same deterrent effect as   
   executing the guilty,   This way,  their otherwise useless lives can   
   at least serve some social purpose.
