   Of course it's a threat, generally used in conjunction with the words "Drop   
   the (insert sinister object here) and put your hands on top of your head!"   
      
   Cops have to answer for it when they pull their weapon without cause to do   
   so.  Discharging a firearm likewise is a dangerous situation that they must   
   explain to a review board when they do so without cause.
