Incorrect. By my logic anyone who executes a person without a jury
   sanctioned verdict
is in violation of federal law.

   Loophole it all you want.

If a private citizen kills in self defense, it would be appropriate.

When the government kills repeatedly, killing the innocent repeatedly,
for failure to obey, it is hardly self defense.

The cops change no procedures after a death of an innocent.

They just keep on plugging away, knowing full well that more innocent
   lives will be lost.
