   I get what you're saying but I also get why precious few   
   could possibly entertain that as an option.   
      
   There are people opposed to free needles or methadone   
   clinics. We all had "Drugs are bad" drilled into our   
   heads. And it's not just propaganda, they really do   
   destroy lives. So I guess you're saying, "Why not just
